If you have tried a new charger or the undamaged original charger and it still is not working you need to contact Apple support. Not Turning On

This should restart the device. If you do not have a home button, quickly hold down volume up, then volume down, then hold down the power button until you see the Apple logo. You can also try using recovery mode by plugging your device into your computer. When the logo loads keep the buttons pressed down. It will then ask if you want to Restore or Update. Won’t Connect to Wifi
You should try to get the device to forget the network then try entering the information again. If that doesn’t work, reboot the iPad. You can also turn off your wifi capabilities and then turn them back on. If the problem still persists, contact apple support or an iPad repair shop.
